A collaboration effort for EHDS interoperability specifications
EURIDICE is a joint European initiative of IHE-Europe and HL7 Europe that promotes convergence on European interoperability specifications. Its objective is to identify, develop, or endorse the technical specifications needed to support practical digital health implementation across Europe, with a current focus on the European Health Data Space.
Under the EURIDICE umbrella, specifications may either be jointly developed by both organisations or formally endorsed by EURIDICE as the recommended reference for a given EHDS use case when relevant specifications already exist, whether published by HL7 Europe, IHE-Europe, or another standards development organisation.
The jointly developed or formally endorsed interoperability specifications are required to be made available under a Creative Commons license to ensure a continued availability for use in Europe.
Within the EURIDICE initiative, both organisations aim to jointly support the further development and maintenance of these European specifications.
Mission
Our mission flows from Regulation (EU) 2025/327, which establishes the EHDS and requires interoperable EHR systems across all EU member states. EURIDICE aims to turn that regulatory need into real, testable specifications, which are proposed by HL7 Europe and IHE-Europe for referencing in the EHDS Implementing Acts.

Endorsement process
Every specification listed by EURIDICE is endorsed by both founding organisations. The process is open, anyone can contribute.
- Proposal
Any project, national initiative, or consortium can submit a specification idea. - Development
Specifications are developed using IHE and HL7 methodologies & communities to develop implementation-ready specifications, either jointly or by one organisation with the other’s active involvement. - Open ballot
Community feedback and formal ballots shape the outcome, aiming for consensus among participants. - Specification evaluation and implementation testing
Specifications are validated in peer-to-peer, multi-vendor, real-world testing through the testing mechanisms which have been established by IHE and HL7. Results are published and referenced from the EURIDICE website - Joint endorsement
The specification is listed on the EURIDICE reference list and proposed to the European Commission

Member States can influence specification content directly by engaging in the working groups and through the open ballot and feedback collection processes.
Projects, vendors & experts
EU-funded projects, EHR vendors, and any expert can contribute by providing feedback, also via the formal open ballot process, by attending the testing events and engaging in the working groups. Specification proposals from projects or national initiatives are welcome.
